Looks like KDE Plasma 6 on Debian (Sid/Experimental) is ready. Kate and Spectacle are compiled.

¹ sorry, not sure I'll do it right now, I have a couple of weeks before school and new job start. But might try in a month or so, if it hasn't migrated to sid by then... but at least it's within reach!
