Yes, tariffs are tax, but people don't mention often enough that they are regressive tax. Taxes on consumer goods tax the poor at a higher rate, as basic necessities are a much larger part of their spending. If food goes up by 20%, it is a tax on the poor. Rich people won't even notice.

To explain it clearly, if you tax food at 20%, and a poor person spends 10% of their income on food, that is a 2% tax on their income. Very rich people might spend only 0.1% of their income on food though, so that is only a 0.02% tax on their income
